2012 Act 43: BOROUGH CODE – REENACTMENT AND OMNIBUS AMENDMENTS – Section 1121. [Appointment, Suspension, Reduction, Discharge, Powers; Mayor to Have Control.–Borough council may, subject to the civil service provisions of this act, if they be in effect at the time, appoint and remove, or suspend, or reduce in rank, one or more suitable persons, citizens of the United States of America, as borough policemen, who shall be ex officio constables of the borough

Title 8, Subchapter E – POLICE § 1121 does not include the above preamble which is in 2012 Act 43 § 1121.

1905 Act 278: Establishing the State Police

Title 3 Agriculture, Sub-chapter C: § 2328. Entry on premises.: In the performance of the duties required by this chapter, the department may at any time enter any premises or stop and detain any vehicle or conveyance. … An officer, agent or employee of the department armed with such a search warrant shall have all the authority of a constable or other peace officer in the execution of the warrant.

Title 16 P.S. Counties § 1440: (d) County detectives shall be general police officers and shall have the powers conferred on constables by the laws of this Commonwealth, so far as they relate to criminal law and procedures and, in counties of the second class A, they shall serve subpoenas in cases in which the Commonwealth is a party in a court of record.

Title 16 P.S. Counties § 4440. Appointment; duties and compensation of county detectives: (b) County detectives shall at all times be subject to the orders of the district attorney, and shall investigate and make report to the district attorney as to the conduct in office of magistrates, constables, deputy constables and other officers connected with the administration of criminal justice … Said detectives shall be general police officers and shall have all powers now conferred on constables by existing laws of this Commonwealth, so far as they relate to crime or criminal procedure

Title 16 P.S. Counties § 4441. Appointment of special detective with approval of court: Such special detective officer shall be a general police officer and shall have all the powers that are conferred on constables by the existing laws of this Commonwealth, so far as they relate to crimes or criminal procedure.

Title 16 P.S. Counties § 4501. Employment of police: (b) Such police officers shall have jurisdiction anywhere within the county by which employed, and shall have and possess all the following powers: (3) The powers and prerogatives conferred by law upon constables of the Commonwealth.

Title 16 P.S. Counties § 7741. Appointment; powers and duties: In each and every county of the first class of this Commonwealth, the district attorney may appoint a chief county detective, an assistant chief county detective, and special county detectives … Said detectives shall be general police officers, and shall have all powers now conferred on constables by existing laws of this Commonwealth so far as they relate to crimes or criminal procedure.

Title 71 P.S. State Government § 252. The Pennsylvania State Police Force: The various members of the Pennsylvania State Police are hereby authorized and empowered: (a) To make arrests, without warrant, for all violations of the law, including laws regulating the use of the highways, which they may witness, and to serve and execute warrants issued by the proper local authorities. They shall have all the powers and prerogatives conferred by law upon members of the police force of cities of the first class, and upon constables of the Commonwealth;

Title 71 P.S. State Government § 510-17. Abatement of nuisances: The Department of Environmental Resources shall have the power and its duty shall be: (1) To protect the people of this Commonwealth from unsanitary conditions and other nuisances, including any condition which is declared to be a nuisance by any law administered by the department; (2) To cause examination to be made of nuisances, or questions affecting the security of life and health, in any locality … and all persons, authorized by the department to enter, examine and survey such grounds, vehicles, apartments, buildings and places, shall have the powers and authority conferred by law upon constables;

Title 71 P.S. State Government § 532. General health administration: The Department of Health shall have the power, and its duty shall be: (b) To cause examination to be made of nuisances, or questions affecting the security of life and health, in any locality, and, for that purpose, without fee or hindrance, to enter, examine and survey all grounds, vehicles, apartments, buildings, and places, within the Commonwealth, and all persons, authorized by the department to enter, examine and survey such grounds, vehicles, apartments, buildings and places, shall have the powers and authority conferred by law upon constables;

Title 71 P.S. State Government § 1340.302. Forests: (c) Authority of officers.–The persons employed, under the provisions of this act, by the department for the protection of the State parks and State forests shall after taking the proper official oath before the clerk of the court of common pleas of any county of this Commonwealth be vested with the same powers as are by existing laws conferred upon constables and other peace officers, to arrest on view, without first procuring a warrant therefor…

Title 71 P.S. State Government § 1340.303. Parks: (7) To appoint and commission persons to preserve order in the State parks, which persons shall have all of the following powers: (iii) To have all the powers and prerogatives conferred by law upon constables of this Commonwealth.

Title 71 P.S. State Government § 1403. Duty to protect health of the people: (b) The Secretary of Health shall cause examination to be made of nuisances or questions affecting the security of life and health in any locality, and for that purpose the secretary, and any person authorized by him so to do, may, without fee or hindrance, enter, examine and survey all grounds, vehicles, apartments, buildings, and places within the State, and all persons so authorized by him shall have the powers and authority conferred by law upon constables.

Title 71 P.S. State Government § 1791. Heads of department to certify names to Governor; commission; powers: The head of each administrative department, having under its jurisdiction any penal, reformatory or correctional institution … shall certify to the Governor the names of employes of such institutions to act as police officers thereat. … For such purposes and generally, on the premises of the institution at which they are employed, the persons so commissioned shall have all the powers and prerogatives conferred by law upon constables of the Commonwealth.

Title 71 P.S. State Government § 1791.1. Certification of names of employes to act as police officers at buildings or installations; commissions; powers: Other than as provided in section 1 hereof,  1 the head of each administrative department having under its jurisdiction any building or installation owned by the Commonwealth, or any building or installation, for the protection of which the administrative department is responsible, shall certify to the Governor the names of employes of such administrative department who shall act as police officers at such buildings or installations. … For such purposes and generally on the premises of such building or installation, the persons so commissioned shall have all the powers and prerogatives conferred by law upon constables of the Commonwealth.
